HIPs delay – the impact on the Buy–to-let market?
Responding to the announcement that HIPS was to be delayed Managing Director of the UK’s No 1 letting agent Martin & Co commented :
“Whilst at Martin & Co we recognise the potential benefits of assessing the energy efficiency of buildings, the system for this needs to be streamlined and less complicated and bureaucratic than the HIPs proposal we faced.
Investors in commercial property are already aware of the energy rating of buildings – in the same way as they will know the CO2 emission of the car they drive or the energy efficiency rating of their fridge or washing machine.
Residential investment properties are the next logical next step – we can see the day when we will promote energy efficient properties to Tenants and we guess that the Government probably wants to eventually link Council Tax to energy efficiency. However this information has to be easily available and at low cost, HIPs would have provided energy efficiency information to the residential market but at high cost – £500 to £1000 typically per transaction.
So we welcome the postponement of HIPs announced by the Government today, and urge a re-think to add value to the residential buy-to-let market.”
